The OECD’s July 2026 Economic Survey of Malaysia framed a persistent macro challenge for the digital economy: US$44 billion in announced data centre investments between 2021 and 2024, set against a sector that creates limited direct employment relative to capital deployed. 

This observation coincides with an acute talent signal within national media; reported warnings from industry advisors that academic and technical institutions must rapidly strengthen engineering programmes over the next four to five years to meet operational demand. This sits alongside Ministry of Works data quantifying a national deficit of 100,000 registered engineers against the target ratio of one engineer per 100 citizens. 

The sector faces a dual critique: accused of delivering limited local spillover, while simultaneously constrained by an engineering pipeline that cannot meet immediate technical needs. 

For a homegrown operator, the response to these signals is neither defensive rhetoric nor sales promotion. It is a factual disclosure of operational metrics. On Malaysia Day, Open DC publishes what we employ, build, and procure across our estate—including the areas where the numbers remain small. 

 

1. Differentiating Real Estate From Operational IP

Evaluating digital infrastructure purely by headcount misunderstands the nature of automated, capital-intensive facilities. High-density data centres will never mirror the workforce density of assembly manufacturing. 

The relevant policy metric is not how many individuals occupy a building, but where the operational intellectual property (IP) and technical decision-making reside. 

In standard regional models, local footprint is often restricted to physical security and basic facility maintenance, while Network Operations Centre (NOC) monitoring, critical mechanical and electrical (M&E) design, and tier III incident resolution are directed remotely from offshore regional headquarters. 

As a Malaysian owned carrier-neutral operator, our operational structure retains this capability within domestic teams: 

  • Domestic Network Command: Our NOC is operated and directed locally from Kuala Lumpur and regional edge hubs, maintaining autonomous network telemetry rather than relying on an offshore managed service. 
  • Engineering Ownership: High-voltage switchgear arrangements, load-testing protocols, and liquid-cooling schematics are engineered and executed by domestic staff. 
  • System Telemetry & Controls: Building Management System (BMS) configurations, Data Centre Infrastructure Management (DCIM) rule sets, and emergency runbooks are authored, updated, and audited domestically. 

Retaining operational IP in-country converts capital investment into standing domestic engineering capability rather than temporary construction activity. 

 

2. Infrastructure Scale Across Regional Corridors

Open DC operates at six data centres across three economic corridors, establishing carrier-neutral interconnection and edge colocation outside primary metropolitan centres to distribute technical infrastructure into regional economies. 

In Kedah, our D8-1 facility at Bukit Kayu Hitam provides an operational edge anchor on the northern border, relying on local M&E maintenance contractors and regional technical teams. In Penang, the PE2 is located in the semiconductor hub, marking the operational evolution that provides an empirical measure of regional technical complexity: 

To support growing regional connectivity demands, our PE2 facility has expanded to a 100MW capacity, up from 40MW previously. Operating a 100MW high-density footprint shifts site requirements from standard facility upkeep to complex power density management, high-voltage electrical grid interaction, and advanced thermal
engineering—handled directly on-site by local technical staff.

3. Apprenticeships, TVET, And Pipeline Realities

Single operators cannot solve a national deficit of 100,000 engineers. Restraint is necessary when presenting talent metrics. Open DC focuses on establishing direct, repeatable entry points for TVET (Technical and Vocational Education and Training) technicians and engineering graduates seeking structured data centre careers Malaysia. 

  • Institutional Collaboration: Active data centre apprenticeship Malaysia tracks established alongside polytechnics and technical universities in Johor, Penang, Kedah, and Selangor. 
  • Technical Intake: 15 structured places offered annually across chilled-water HVAC systems, high-voltage power distribution, and network telemetry. 
  • Conversion Rate: 82% of technical apprentices over the past 24 months transitioned directly into permanent data centre technician jobs Malaysia and operational engineering roles.

4. Local Procurement In Practice

National localisation guidelines require practical execution in operational procurement. For ongoing facility maintenance, addressable operational expenditure—such as precision cooling servicing, transformer maintenance, and environmental monitoring—can be routed through domestic engineering firms. 

  • Domestic Procurement Share: 76% of our addressable operational maintenance and site upgrade expenditure across all six facilities is contracted to Malaysian-registered firms. 
  • Vendor Ecosystem: Over 45 active domestic contractors currently engaged through reputable partnership ecosystem framework. 

Sourcing maintenance and engineering services locally ensures that high-density facilities maintain high availability without relying on imported technical servicing for routine operations.
